Statement on Threats to WLC Member Hon. Robert Kyagulanyi by Gen. Muhoozi Kainerugaba

The World Liberty Congress stands in firm condemnation of the recent threats made by General Muhoozi Kainerugaba against Hon. Robert Kyagulanyi, also known as Bobi Wine, a founding member of our organization and a leading voice for democracy in Uganda. 

Recent reports and social media posts have highlighted that General Kainerugaba, who serves as Uganda’s Chief of Defence Forces, has issued chilling threats against Bobi Wine, including threats of decapitation, mutilation, and other forms of physical harm. Such threats not only endanger the life of an individual but also strike at the core of democratic principles and human rights.

We are deeply concerned by these statements, which seem intended to intimidate and suppress opposition voices in Uganda, thereby undermining the democratic process and freedom of expression. These actions are not only a direct assault on the safety of political figures but also an attack on the fundamental rights of all Ugandans to participate in politics without fear of reprisal or violence.

We, at the World Liberty Congress, believe that:

– No individual should live under the threat of violence due to their political beliefs or activities.
– The role of military leaders should be to protect, not to threaten, the citizens they serve, including those who hold or express differing political views.
– The international community has a responsibility to speak out against such acts of intimidation, particularly when they come from high-ranking officials.

Therefore, we call upon:

1. The Ugandan government to immediately denounce these threats and ensure the safety and security of all political actors, including Hon. Kyagulanyi.

2. International bodies, governments, and civil society organizations to join us in condemning these actions. It is crucial that we collectively voice our disapproval to prevent further escalation and to protect the integrity of democratic processes in Uganda.

3. Human rights organizations to monitor the situation closely and to advocate for the protection of political freedoms and human rights in Uganda.

We reaffirm our commitment to the principles of liberty, democracy, and justice. We stand with Hon. Robert Kyagulanyi and all those who are threatened for their dedication to these ideals. The World Liberty Congress will continue to monitor the situation and advocate for an environment where political discourse is met with open debate rather than threats and violence.

We are building the Congress as a legitimate and democratic institution with shared principles and mission, representation of all countries under autocratic regimes and clear governance structure.
The Congress will meet every year for the annual General Assembly with the intention to become an alternative voice to autocratic regimes.
