Urgent Call to End Violations of Freedom of Expression Regarding Border Issues in Cambodia

The World Liberty Congress expresses grave concern over the ongoing arrests of at least 23 journalists, activists, monks, trade union leaders, and factory workers who have voiced opinions on the Cambodia–Thailand border conflict and cybercrime over the past nine months. The use of serious charges such as incitement and treason—alongside threats of citizenship revocation—constitutes a clear violation of freedom of expression and fundamental human rights. These actions are contributing to a climate of fear that undermines democratic participation in the lead-up to the 2027 national elections.

As a global alliance committed to defending freedom and supporting pro-democracy movements, the World Liberty Congress stands in solidarity with those unjustly detained and their families. We call on Cambodian authorities to immediately and unconditionally release all individuals detained for exercising their fundamental rights and to cease the misuse of the judicial system as a tool to silence peaceful dissent.

We further urge the Cambodian government to uphold its international human rights obligations by ensuring that all legal enforcement aligns with established global standards. Civil society actors, religious leaders, independent journalists, and labor representatives must be able to engage freely in public discourse—especially on matters of national importance—without fear of reprisal.

The World Liberty Congress also calls on the international community to closely monitor the situation in Cambodia and to take coordinated action to ensure accountability for ongoing violations. Sustainable peace and security cannot be achieved through repression. Only open dialogue, respect for fundamental freedoms, and inclusive democratic processes can foster lasting stability and trust.
